Yes, you can be an affiliate marketer without building a website.
This would mean sending your traffic direct to the affiliate offer and make commissions.
This strategy may work for you depending on the traffic source and how engaged they are with the product or service that you are offering. It also depends on the niche.
I suspect that e commerce niche products are likely to do well. This will work for you if you don’t have the time to invest in building a website. But building a website these days are very cheap. Lots of tools around. It does not have to be anything really fancy or technical.
Haven said that, as an affiliate marketer, it is a good idea to have your own website or websites for each product that you promote, if you plan to be in the business for a long time. Haven picked your niche, it will be a good idea to have your own websites (blogs or landing pages) at the very least. You will see better conversions if you have landing pages working for you to pre sell (sell the benefits upfront) the offer to your traffic or prospects before directing them to the offer page to make a purchase or sign up for something.
Also if you already identified a niche, it is super important for you to build a landing page and have a system in place to collect emails of potential prospects before directing them to the offer page.
The advantage is that you are now building an audience that you can market similar products to in the future and also if you are paying for traffic, then this will increase your return on investment (ROI) over time.
If you don’t have a website yet, I will recommend getting a domain name and hosting with blue host and build your website or blog with WordPress
